David Hall, JD

David A. Hall, J.D., began serving as Glenn Heights City Manager in February 2018.  Prior to this role, he served as Deputy City Manager of Glenn Heights overseeing the planning, code enforcement, water operations, waster/ storm water, streets and economic development divisions.  One of his most notable accomplishments was displayed in December of 2015, as Hall led the City recovery efforts during the tornado event and has since overseen the rebuilding and strengthening of the Glenn Heights community. 

 

Hall has a breadth of experience in both large and small cities.  A proven leader, he is recognized for his significant contributions to community and economic development, code enforcement, neighborhood revitalization, financial management and organizational leadership.  While in the City of Lancaster, he led the development of the city’s Center for Leadership in Design Excellence (CLIDE) award winning Campus Design District master plan, as well as the downtown, I-35E Corridor, and airport master plans.

 

He has a proven track record in the development of processes that streamline services for the organization, driving maximum outcomes while minimally impacting the budget. While at the City of Fort Worth, Hall increased performance metrics across the division while downsizing staff and yielded 10% budget reductions in 4 of 5 budget years.

  

Hall specializes in finding creative solutions to produce efficient processes while reducing the budget.  His unique approach to community engagement and public-sector management has been a positive for the residents in the communities he has served.  

Hall is responsible for implementing the Mayor and City Council’s policies and managing the $14.5 M city government enterprise with approximately 100 employees.

 

With over 19 years in local government leadership, his prior experience includes 5.5 years serving as Assistant Director of Planning & Development for the City of Fort Worth, TX; 2.5 years serving as the Director of Community Development for the City of Lancaster, TX, and 5 years as a Building Inspector and Building Official in local governments located in Illinois.  

Hall received his undergraduate degree from the University of North Texas and his Juris Doctor degree from Texas A&M School of Law in Fort Worth, Texas.
